ACE Steps replacement

I need to replace the whole step assembly on my 2014 ACE 30.1. I have the step assembly and it looked easy enough, 4 nuts and a couple of wire connectors. Due to rust, one nut broke off the bolt that goes up into the floor assembly of the entryway. Two others are turning but, turning the bolt. I am thinking I will have to drill holes through the floor of the first step in the coach and put in new bolts to mount the new step assembly.

Does anyone have knowledge or experience with this? Is the floor area of the first step in the coach just layers of plywood?
