I had to remove the plastic cowling

We had a mirror attached with only two screws. IN heavy midwest winds, it was unacceptable. I worked several hours to try to free the swing arm using WD40 and PB Blaster. I was probably making the mirror mount looser as I did this. Eventually we stopped at a truck trailer repair stop. I had them cut off the plastic cowling with a recip saw. One cut on top at each side of the swing arm. Then they put thru bolts washers and locking nuts after drilling out the holes. This is the way it should have been mounted. We probably will not reinstall the plastic cowling, just wire brush and paint the mirror mount fitting. You can see more details on FB: https://www.facebook.com/berne.stober/
