Thermostat will turn on the furnace, but the fan nor the ac will kick on. Checked “appliance” fuse and front ac breaker, both fine. The ac unit makes a very slight click when controls on the thermostat are moved. The noise is very faint and can be heard inside the unit but not on the roof with the cover removed.

Fan spins freely on roof top unit. All connections to both capacitors appear tight and in good condition.

Can anyone offer some guidance?

Thank you for your time.
If you're running on the generator, make sure both circuit breakers on your generator are on.
