Had the same issue. Here was my fix. Clean the rubber seal with soap and dry. Place seal on edge of glass and spray it and frame lock with 50/50 solution of water/alcohol (acts as a lubricant and will dry) and fit frame lock over seal and begin, from the bottom, tapping it into place. I used an 8" piece of wood on the frame and with a modest hammer tapped the frame lock into place--this is tedious and probably took 15 minutes of tapping. Take your time. Once seated it should be a durable repair. A cause of this problem can be that if the screen is not fully seated a brisk closure of the window may cause the screen frame to contact the window frame lock and knock it loose. Rats.
