If you have the HAEI (Hamster Adjusted Engine Idle) model that automatically adjust engine speed; then that is ECO Throttle and illegal in State of California.
My Genset has Eco Mode and I never flip the switch from Eco Mode
It stays in Eco mode all the time, I never figured out why I would use Eco mode
