Yes, probably because the participating businesses don't care if you are a member of HH or not. They just want you to stay and visit their winery, museum, etc.
BW is different. You can browse their website map that lists all of the places, see details on each site, etc. You just can't make a reservation without being a member.
$100 sounds like a lot. Sure that isn't the combined HH and BW membership?
