I can think of 2 possible causes.
First - a bad check valve. The system includes a check valve and if that valve is bad it may not allow water to flow to the nozzle.
Second - the nozzle in the black tank is plugged. This happened on my prior class C and the solution was to remove the nozzle and drill the hole slightly larger (one drill size larger than the existing hole). This solved my problem until my check valve went bad the following season.
