My heater has power to it all the time with it in storage and all power off. I found this when the circuit board got wet and the blower came on the the igniter started firing. The only way to get it stopped was to pull the red wires off the heater circuit board. It was fine after the circuit board dried out.

You might check your is heater is off on the thermostat.
