In normal operation you have the one between the red (hot) and blue (cold) side closed and the other two open.
When you want to winterize close the two and open the one between red & blue (this is so that you don't fill the water heater with antifreeze).
To be sure you could follow the lines down: If two of them go to the water heater then it is the winterizing valves.

you can't get to them there under the floor I looked underneath but there seals off. I guess I would have to pull the water heater out to get to them
