If the tow dolly is equipped with surge brakes it cannot be backed any distance. Rearward motion on the tongue of the dolly will activate the surge brakes and damage will happen.

An experienced driver can back a tow dolly, without surge brakes, a short distance. A rotating bed on the dolly can make backing a little interesting if you are not backing straight.
