I think multiple brands have this... I use SurgeGuard - which has an approx 2 min delay when power is applied until it provides it to the coach (assuming no other faults are found that would prevent it).

Primary reason is to not reapply power too quickly to 'compressor' devices (A/C, residential fridge) that might have been on when power went out - as that can damage the compressors...
But it also prevents the arcing when plugging in...

Still always safer to have pedestal breaker off when connecting.
