They do that for two reasons, clearance, and getting the weight more centered on top of the post.

For anyone who has or is considering a hitch mounted carrier I strongly suggest you purchase and use a hitch tightener. The weight of a spare bouncing on a hitch mount can cause damage to the receiver and hitch if not properly secured.
