Bob - in our experience, you are your own best advocate with dealers. if it isn't what you signed up for, it ain't what you signed up for. No guess as to motivation, but again be your own best advocate. Inspect and make certain - once you've signed the paperwork it is your problem. We were very direct with our dealer, no fix - no deal - no check. Turns out the service department is the best thing our dealer had going for themselves.
