You should be fine in and around Houston. We were down there, last week sans RV, and had no issues.

We were originally taking our RV to Houston, but cancelled that as we didn't know what was going to happen to the campground, relatives (thought we'd be cleaning up) and fuel availability. We ran by the RV campground we were going to stay at last week and it was fine with no damage and no issues on fuel that we saw. Most of the refineries are online.

I'd definitely call ahead for a reservation if you are close to Houston though. I think a lot of folks may have moved into their RVs when their houses were damaged. Coupled with additional workers in the area it might be difficult to get a place.
