A frequent problem with early Axis/Vegas units. A few people simply cut off the bottom of the mudflap so it couldn't reach. I think others put something there to prevent it from moving back towards the exhaust pipe.

My solution was some truck mudflap weights:

I've noticed that occasionally the weight does make contact with the exhaust pipe, but it doesn't melt.
