I did find this issue reading the BBB complaints where the fresh water tank won't fill completely and it also leaks while driving. I find that my MH has the same issue.
Info: The water tank is long ways to the MH and located under the bed. The tanks has two vents, one routed to the fresh water fill and the other to the low point drain. The vents are connected in two different places and the one going to the low point drain is located on the end of the tank, the other is connected about half way down the tank. When the MH is driven with either braking or accelerating a wave is created in the tank. There are no baffles for the tank or covers for the vent attachment points. Hence the surf is up and waves beat against the end of the tank and the vent provides an output, hence the water leaks out through a vent running to the low point drain.
I have added a travel valve to the tank vent which stops the leak. Has anybody come up with a solution to this problem?

So the second vent does not go to the low point drain, it just exits out the bottom of the RV in the same place.
I can see absolutely no reason to have that second vent. Shut the valve you installed and don't worry about it.
 
I'm all for that. That will make a full time fix that I won't need to remember to switch the valve.
 
As an update. I find that there is a slow water flow from the city water connection to the fresh water tank. I am guessing that this drain was added to protect the tank from overflowing. Yes it sounds strange given the fill port vent should handle this too. I need to investigate further. The tank took on 15 gallons in about 36 hours.

That would be a waterpump problem and happens in many different RVs. Generally caused by trash in the pump.

Pump looked clean, prefilter is mounted sideways and has a catcher that likely should be pointed down. However the water-pump's internal check valve is holding pressure. My guess it is working now.
