I think it because it is a fix for there other problem which was if you are on a trip and pass one of those waypoint, it would NOT only not allow you to complete the trip without completing the waypoint. But you had to back into the Planning Wizard to remove the waypoint and re- push the trip.Well it's been almost a week... I forgot to update. So... I had put in a waypoint outside the campground in an area which had plenty of space to hitch the Jeep.
After it navigated to that point, it said trip complete. No... It is just a waypoint! Why do I need to re-start?? I just want to continue!!

I think they are thinking the Waypoints are mini trips; so when you complete one it does not automatically assume you are ready for the next destination. They may need to have feature for a Stop versus a Waypoint. They are treating Waypoints as Stops and it may not be a Stop for the User.
