I don't have hydraulic brakes, so this is a guess, but I have seen actuators where an electric solenoid will move the arm on the actuator to apply the hydraulic brakes.
 
No solenoid, it's a electric pump that generates 1600 PSI of hydraulic pressure to operate the disk brake cylinders, that is controlled by the TV supplied brake controller voltage. The disk brakes them selves are the same basic brakes as on the TV, with hydraulic lines running from the pump to the calipers.
