Dual hitch

I have a 31’ Thor Class a flat towing a mini cooper. I also carry 24 panels of dog fencing that are heavy. 8 to a bag. Presently putting in Rv on the bed. Was thinking of a dual hitch with some kind of shelf or cargo carrier to be in between Rv and toad. Any suggestions? Doable or nay?

Not in between, but stacked, the platform over the TOAD's tow bar. But you have to be careful you don't exceed the hitch's tongue weight limit, usually 500 lbs.

Thank you! I guess I meant stacked over the tow bar. The fence is far from 500 lbs.
