2018 Thor Quantum ws31 class c.

12 volt lights in coach will only come on when on shore power or generator.
Radio in bedroom same.
Radio in dash won’t come on at all so that means I have no rear or side cameras.
Main power toggle only lights when on shore or generator.
Same with charging level light.
Batteries appear to be charging when on shore or generator.

Appearances are deceiving you. In what way do they "appear" to be charging?

The main power switch controls a latching relay that connects the house batteries to the house DC buss and converter/charger (and disconnects them).

The light next to it is only an indication of power to the DC buss, not an indication of the status of the battery disconnect. It lights when on SP or generator due to the converter supplying 12 VDC to the DC buss.

The batteries will only charge on SP and generator IF the latching relay is connecting the house batteries to the DC buss. In that situation, the house batteries should also supply the DC loads when SP and generator are not supplying power UNLESS the house batteries are so dead they can not accept any charge.

The battery status lights on your House Indication & Control panel will also show the batteries to be fully charged whenever the generator is running or SP connected due to the converter supplying 12+ VDC.

So I suspect your latching relay is not connected and your house batteries are actually completely dead so the latching relay will not connect as the control power for moving the relay comes from the house batteries.

Use a voltmeter to measure the voltage on your house batteries both with SP connected and not connected.

Let us know what you find.

I’m not able to do shore power but with generator on volt meter shows 12.78. After running generator for 5 minutes volt meter shows 12.83.

That's not charging, but it does appear the house batteries are fully charged
OR,
They are so dead the converter can't raise the voltage to a decent charging level.

What was the voltage without the generator running? Wait at least 30 minutes before measuring.

While waiting, look for the two DC breakers near the house batteries.
One is 100 amp and is used for starting the generator and the leveling system (if so equipped).
One is either 50 or 70 amp and supplies the latching relay and house DC buss.
