I wonder if there is a way to test the motor itself? A new circuit board on a dead motor would be throwing good money away.
So, to answer my own question I contacted RVTesters and in less than 30 minutes received a reply: Do you have anyway to apply 12vdc to the two metal tabs on the top of the motor? If so, apply voltage to those if the motor operates then the hall sensor replacement will suite you, if it does not turn then our hall sensor replacement board will not be a viable option.
