Old decals

Is there anyway to eliminate the ghost like images that are left behind when a decal is removed? My RV was once a rental unit and the lettering on the rear can still be seen in just the right light....

can I still install winch?

I plan on getting a Wrangler JK unlimited to tow behind my rv so I will be installing a base plate. Will this prevent me from installing a winch later on? Thanks.
