Mystery Part/Breaker?

I came across this today fixing a leak.

It's sits opposite and marries to a terminal block housed in the battery cage under the steps.

The top wire disappears into the chassis and seems headed toward the back. The bottom wire goes back above the battery cage and gets lost in a menagerie of other shielded cables.

I pushed the red button which popped the yellow lever. I pushed the yellow lever back in.

Does anyone know:
1) What I did, if anything
2) What it does
3) Why it's there and in such a bizarre location - exposed to the elements.
