At this point you have two things to look for. The problem could be a bad breaker at the pole or something is wired wrong in your unit. If you can, put a clamp meter on each lead from the pole to see...

The only thing that makes sense is that the autoformer is wired to only one leg of the pedestal and that one leg is split and wired to the surge guard. That would feed both sides of his RV power box...
