What was being considered was IF the same 120vac line was run to both 50 amp breakers and each breaker was connected to each line contact on a 50 amp outlet you could see 100 amps on the ships...

Hybird is correct. It could be a weak breaker but it's pretty hard to test for. I think I would access the surge guard contacts and test for 240vac across the input connections. The amp readings...

The symptoms kinda sound like both legs are tied to one line some where after the pedestal. The 54 total amps fits tripping one breaker.
