Attached is a PDF that shows all the various plug configurations on both vehicle and trailer (TOAD) sides. The pins aren't numbered; however, they can be referenced by the location of the keyway.

I always thought pin 4 on a 7-way plug was the 12 VDC pin. Did you verify the 7-way was fully wired and not just wired for lights and brake lights?
