Could also be the EGR valve. It has to seal at idle, low rpm and under acceleration then open at highway speed. (open at high engine vacuum and closed at low vacuum) Carbon can build up and prevent a good seal resulting in loss of low end power, hesitation and rough or no idle depending on the amount of leakage.
