Appreciate everyone's input on this, but it looks like I've figured it out. I tracked down the manual for my converter and the wire split comes like that from the factory so you can branch a circuit off the same breaker used for the converter.
Now that I know that this seems to be nothing more than the breaker order not matching Thor's drawing.
