The bright work covers are called wheel simulators. The ones on an F-53 chassis have three screw on beauty nuts that simulate lug nuts, The Tee handle tool you have is used to unscrew the beauty nuts. Left is loose. The ones that you need to remove have three small detents on the back surface which clips the stainless steel cover over the actual nut.
