We use H2O Wireless-runs on AT&T. Their "unlimited plan" provides 30GB of hot spot data before throttling to 2G. It is $59.95, but is reduced by 10% if using auto-recharge. We have had it for 4 or 5 years and it works just as well as At&T.
I use my Samsung phone as a mobile hot spot connected to a ROKU.
