Most RV Toilets require lots of water to functon properly. My rule of thumb is one bowl for #1 and two full bowls for #2 if you want to be sure to flush all solid waste towards the bottom of the tank and optimal performance.
If you are concerned with using that much water, then your only other real option is to install a macerator toilet.
