I've lived in several different states, some with and some without inspections. It has been my experience that most state inspections are just a money maker, not a real service. I wish all states inspected properly, would get some of the fog machines off the road! I would be happy to pay for a "real" inspection!

Not sure about other states but here in Virginia the maximum fee for the safety inspection of a car or recreation vehicle is 16.00. The state police gets 50 cents for administering the program and the inspection station keeps the rest. For motorcycles the charge is 12.00 with 2.00 going to the state police. The SP keeps 50 cents for administering the program and 1.50 goes to the motorcycle rider safety and training program. Our program is not a cash cow being milked by the state. This does not include emissions testing which is required in a few (not all) cities or counties.
In 2009 I replaced the incandescent bulbs in my wife's 2008 Fusion with some Sylvania Silver Star Halogen bulbs. During the next inspection the mechanic pulled one bulb to verify DOT compliance. Now this was at a Ford dealer and they knew what the OEM installed bulbs were and I believe that is why he checked. The bottom of the bulb was marked as required by Virginia so I was good to go.
