The CLR and pool silicone seal are some great tips!
Russ, on two different rigs we have purchased over the years this issue has presented itself. One unit was new and one was 18 months old. Our toilet seals had basically just dried out a little from the dealer having the unit with no water turned on or sitting in the bowl.

Once I lubricated the seal a couple of times and made sure the seal was clean we were good to go and the bowls began holding water again. If you are replacing these seals every year or so then there is something going in that bowl that shouldn't be.
