No dumb questions... ask away.

Its a variable water regulator with gauge - and would go between the water supply and your RV...
While there shouldn't be issues with city water supplies - those facilities with wells can have greatly varying pressure - including spikes that your RV plumbing may not like. The regulator protects your RV plumbing (and anything else that would get wet if a pipe burst...)

I place mine at the RV connection - protecting all but the supply hose. I used to put it at the campground fitting - but after 'donating' one to the next camper - I find attached to the RV harder to leave behind... And any failure of the supply hose would be outside the RV.

The 'cheaper' versions tend to over restrict - either initially or after some time.

(The Oxygenics showerhead is the best and easiest 'creature comfort' mod I've done in the RV.)
