I tow an 89' YJ with 3.5" lift and 33/12.5's with a standard towbar and ball hitch...no brakes, but only for short hauls nearby, such as drag races, NASCAR or a local event. The most important thing is make sure the hitch assembly...whatever you use, is mounted in a way that the hitch actually "declines" a bit from the coach down to the bumper of the Jeep or at least level...no incline. In an emergency, hard brake situation, the Jeep can "run under" the hitch if it's mounted the opposite. Plus, every time you start off, the forces will pull down on the front of the Jeep increasing turning resistance and accelerate front tire wear. For the long-haul, I bought a 16' car hauler trailer for the Jeep. It allows more space for ladder, portable generators and anything else I wish to take along specific to the trip. The tires on my Jeep are aggressive tread and towing four down long distances will really eat away the rubber.
