What about using wire molding to run the wire from the chair base over to the wall and then up to the dash? It might not be the most elegant solution, but it would be easier.

I’ve used something like this at the house to run wire from a switched outlet up to the ceiling for lights: https://www.amazon.com/dp/B002DO172Q..._uS45CbK4ZG9Z9
