If your Anderson Water Selector valve system is like ours, and I think it is, you turn the handle to CITY WATER(facing RIGHT). It's usually also best to turn the handle when there is no city water pressure yet(before you turn on the spigot).
All this is considering you are connecting a water hose from the water inlet(next to the Anderson valve handle) and out to a water spigot.
