I rotated mine into the drain position, foamed around the compartment opening and the discharge outlet and left it that way. No need to rotate each time to dump.
IIRC, mine was so tight that I loosened the bolts so it would rotate, then re-tightened then when in dump position. Been working just fine for a couple of years now.
