BCC drawing power trough retracting steps

i was checking the chassis battery and found a blinking power draw from the intellitec BCC positive cable through process of elimination i found the number 3 fuse was where the draw was originating this fuse controls the retracing steps . with the step switch on or off there is a draw from that fuse.my question is is this normal
