A "Roku" is just a device for playing a streaming service (very similar to an Apple TV). Many smart or internet TVs have Roku functionality built in (our home TV is this way).
As such if you have a Roku you'll still have to subscribe to a streaming service (Playstation Vue, Hulu Live, Youtube TV, etc.).
