If you want the be in the middle of everything, then - <https://georgiamountainfairgrounds.com/pageserver/campground-map> If you want to get away from it all, then - Nantahala/Jackrabbit campground (Nantahala National Forrest). Been to both and there are both great for what they are. The best GA mountain state park by far is Unicoi but you are not next to the water unless you rent a cabin and of course Helen is right down the road.
