Wow, that is an interesting one. My converter is hardwired into the electrical box as it sits about 12" away from it. That being said, just look around to make sure there is no outlet, even on the back of the electrical box cover. It seems strange they would put an converter where there is no power, does it have a plug already attached to it? If not then it is probably meant to be hardwired.
