And yes your breakdown is correct as far as what’s going on. I checked the breaker under the bed but don’t recall a fuse for that ignitor. I saw a breaker and it was labeled for micro (I’m assuming microwave) and water hrt. It wasn’t popped but I can try resetting that anyway to see if it helps.
So I’ll take a look at the fuse box under the bed again. Would there be any other locations for that fuse you know of?

We are talking 12 VDC for the water heater. The breakers in your distribution panel are for 120 VAC loads. The fuses are for 12 VDC loads. It may be labeled "Appliances" but I wouldn't chase fuses until you verify lack of 12 VDC to the controller board on your water heater with a voltmeter. If you have 12 VDC then there's no need to hunt fuses.
