A good place to stay in the DC/Baltimore area is Cherry Hill Park--its on the Northeast part of DC and close to Baltimore (and Annapolis, MD as well).
Yeah I have family living in Chicago and have driven I-80/I-90/I-94 there on the Northern side of Indiana many times (sometimes pulling a camper). It isn't fun at all.
There are other options to going through Canada, especially since a bridge is out on the major East-West road up there (or was over the summer..ah looks like its back open: Nipigon River Bridge Updates).
You could also go up into Wisconsin, take the SS Badger ferry across Lake Michigan, then go up into the UP, cross at Sault Ste Marie (even see the locks) and pick up the Trans-Canada highway east of the Nipigon bridge. BTW: Michigan's UP is also gorgeous and you can drive for miles without seeing another person .

Jamie...regarding the ferry..where does it depart from the Wisconsin side?
and...have you been on the peninsula north of Green Bay...saw a Travel Channel episode a couple years ago about that area...looks beautiful.
