Honda Fit Dinghy Question

I am on the verge of purchasing a 2013 Honda Fit as a dinghy. It is set up with a Roadmaster Sterling tow hitch. However the seller sold the brake assist to someone else. He says that it is wired for it but I will have to buy a replacement unit. Some people say I don't need one unless I go to Canada. Do I need one? Which one should I get that is compatible?
