Here's my guess and you'll need a multi-meter to confirm it.
What if the receptacle in question was miswired? What if Hot was on the common leg.....and ground was open? Or some other mis-mash of faults and incorrect wiring. Plug an extension cord into the faulty receptacle, remove power from the circuit and do some continuity testing between the extension cord and a receptacle that works.
