when mine was changed recently at SPEEDCO, I watched as they performed the service, as they allow you to almost be a 'part' of the equation, nice. The whole fuel filter was unplugged and removed. The water cover was removed, the filter replaced, and the whole container was filled with diesel fuel BEFORE it was closed, and then reinstalled.

I imagine that the 'electrical' that you refer to is the sensor that monitors water in the fuel, providing some type of 'alert' if too much accumulates.
