I do understand these systems. Class A CDL for many years (all endorsements). Jacobs Brake works completely opposite of exhaust brakes. My motorhome doesn't have a straight shift. The exhaust brake will cause the transmission to downshift as it decreases/restricts (traps compression vs, release) engine speed. I speak from current "butt in the seat" experience.
