So far, I have replaced the motor assembly (a waste of money) and lubricated the linkage.
Is this an electrical problem? If so, what component?

Even though I had lubricated the linkage, I disconnected the wiper arms from the end of the linkage and found the driver side was severely binding, probably due to water causing corrosion.
Lots of WD-40 and some spray lithium grease solved the problem.
