Larry,
To the best of my knowledge, most RV water heaters do not have an adjustable thermostat but rather a fixed temperature one. You should have it checked, it might be the wrong one for your unit or not working properly. We had the same problem on our 2008 DP and we replaced the fixed stat with a lower heat range one and that solved the problem.
